They may export the most, but it's generally considered to be the worst quality. Based on personal experience with buying some when I was starting out, and professional experience in the tack industry, I'd ride bareback with a nylon halter before trusting my safety to it again. Unless things have changed dramatically, the quality of the leather used was poor.
